I get shitty, either completely dark or overdeveloped picutres no matter what time of day. i see people with cheap ass phones taKing decent pictures, and mine sucks, such a good phone.

what setting do you have yours on or what do you do to get a decent picture?

You can manually adjust the resolution to higher levels (i.e. 1280x960) and fiddle with the white balance to help give higher quality pictures. Give that a try.
