What's the difference between 'general internet' and 'general browsing'?

You probably will find the General internet is for getting your email and the Browsing is just that through IE.

Precisely that - Browsing is defined as anything off http, whereas Internet is everything else.
Why is this an issue anyway? Surely if its all free then there's nothing to worry about?
