 Unable to delete/overwrite/rename some files under \windows

In my quest to make my phone as generic as I can, I am trying to modify some of the files under \windows, however it won't let me. If I try to delete a file, it states:

Cannot delete file TMO_Shadow: The file may be in read-only memory, on a write protected disk or is currently in use by the application.

I have ran the app-unlocker already. Is there anyway for me to modify these files?

the windows directory is in ROM - only way to change it is to flash a new ROM

The entire directory? I am able to modify some images, specifically the ones related to the Neo interface. All of which are in the root of \windows.

Only most - you can add stuff to it which you can then change but most is in ROM.

That's a bummer. Is there a generic/factory ROM available for the Shadow?

I don't know as I don't own one - head over to xda-developers wher you will find out everything you ever wanted to know about ROMS (and a lot more!)
