 T-Mobile Help.lnk in startup?, I have searched, but can't find anything on it...

What does this file do? Can I delete it, and if so, what will the effect be? Is this what causes some things to come back after I delete them (such as the Voice Commander shortcut that I don't want to use)?

It doesnt do anything that i could see ive made a backup and deleted it with resco file explorer
