 Cant App unlock my shadow, cant install neo themes either :/

When I click setup it runs in internet explorer and does all these crazy stuff... I really want to change my theme and such and can't app unlock it! Idk what to do, Is there a step by step guide with pics lol? Please I'm desperate.
