 HP Jornada 928 does not accept SIM! but all other SIM-Cards!

Need really help!

I have a Jornada 928 PPC 2002 phone edition based Smartphone.

I just have a Telco-Eplus-Simcard (Telco is a german Eplus service provider)
The problem is: if I insert my Sim, he asks me for the PIN (thats normal) ... if I take a wron pin, he doesnt accet it. If I take the right PIN, he accepts, but in the phone-display the SIM_LOCKED does not disapear. The Phone does not find any GSM-signal. But I glorily tested a normal Eplus-Sim (from my brother), a brand new Eplus-Prepaid-SIM, and an old prepaid D2/Vodafone-SIM. I was in a local Telco-Shop. There we testet an other Telco-Eplus-SIM - the same Problem - doesnt work!

Another Fact: If i use the HP-Sim-Reader (a program) I can read the contacts from my D2-SIM but not from the Telco-SIM --> there I get an SIM-Error.

My SIM-Card has no Errors.

Questions: That could be the matter for this problem? Could this be a simlock? (But normal Eplus and Telco-Eplus uses the same Band - its in fact the same GSM)

How can I find out, wether my Smartphone has an Simlock or Netlock or something like that? (deos anybody have service-codes for the 928 or is there a program or another way to find this out? )

I have attatched a little ZIP-FILE with photos of my problem-SIMCARD an a working Eplus-Simcard. Can anybody offer me some informations / advices?
