 How do you change the operators logo?

Is it possible to change the orange sunset picture?

Also

I've tried changing the carrier_splash.gif but the smartphone 2002 screen still appears...?

Any ideas...

The smartphone OEM splash screen will probably have been written to ROM when the phone was manufactured.

Theres no way micro$oft would let you get at that splash screen easily sad.gif
