 I need help with the PocketSNES 1.53

Device(s): Compaq iPaq H3900
I found an iPaq H3900 laying around my house a couple days ago and started putting emulators on it. And It's running the NES fine but the PocketSNES 1.53 that I got from here won't even open, whenever I click on it it tells me,

upgrade to wm2003; then, it'll work (just tested with 1.53)
