Well, the MDA Compact II (HTC Charmer) isn't particularly locked down although it does prompt you if you want to procede on trying to install a program if it isn't signed with a trusted certificate...

Traditionally T-Mobile don't seem as concerned about rogue apps as Orange.

Most likely....... all operators/vendors phones come app locked due to the OS. Effort by microsoft to control the running of unauthorised apps but in the end its up to the operator/vendor..... but as pondrew says tmob doesnt seem too bothered but MS have apparently locked down the AKU2.3 build of WM5 very tightly....
