I'm interested in the costs of an application for smatphone simple: take a picture and send it to a web portal, where you may also add a comment. I am interested in an approximate cost. I've got a friend who works in the field of Android development in the US and he said about $500 for an app as simple as you describe, so €20 000 is apparently excessive.
