I figured a solution, be patient, run original exe first, select Agree at agreement. Then run other exe.

Then as far as I know you have to CID unlock your phone. Only way I know is using IMEI-CHECK. Just done mine, IMEI-CHECK charges £20 and you have to send them proof of id via email. Just flashed my Orange E650 last night with official HTC rom (RUU_Vox_HTC_WWE_1.15.405.2_4.1.13.37_02.83.90_Ship.exe) and works beautifully. You have to then setup Orange MMS and GPRS settings. You can use a cab file from sites such as this, but beware of certain CAB files because after I installed some they knocked out my radio on my phone. I finally resorted to doing everything by hand. I have run around 10 cab files with hard resets between each one and nothing works. I have just hard reset and tried the debrand cabs and nothing. I have even run the Orange cab, and the MoDaCo_E650_ExtraUnlock.cab, no luck. I am trying to run regeditSTG as a test to see if it the mobile is app unlocked. Could anyone suggest anything? Tomtom 5.2 just hangs on Aggreement screen.
