Best video encoding for 320x240?

Well, I use Total Video Converter to convert my videos to a 320x240 mp4 file and it runs really smooth (in Windows Media Player!) in my HTC Dash.

How did you create it?
I have a list of all words that I want xt9 to predict, so how can I convert it to a xt9 s620 .dll to install it?
