WMP does not know how to use the standard (M3U) playlist, but it does use the Microsoft format ASX playlists.
Here is what a sample ASX file looks like. In this example, my songs are on the storage card, in a folder named MP3s ("\Storage Card\MP3s").
<asx version="3">

<ref href = "\Storage Card\MP3s\song1.mp3"/>

<ref href = "\Storage Card\MP3s\song2.mp3"/>

<ref href = "\Storage Card\MP3s\song3.mp3"/>

<ref href = "\Storage Card\MP3s\song4.mp3"/>

</asx>
Here is the link to a free playlist manager that some people have found useful.
