Is signed from:
Smartphone Privileged Development Code-Signing for bryan

so, I don't think is from microsoft. Any copyright notice is written in the file (I hex viewed this file) Is from Mitac.

Whoa it give a lot of info about the net!
Unfortunately isn't powerfuol like celltrack for the C500

and if you hex edit the rom (tried with the chinese R42) you see full paths like:
e:\dev\8390\wince420\debugger\
