Now I have my universal I want to be able to use GSM for voice and wlan/3G for VOIP BUT I want to have a single telephony application rather than jump between apps depending on type of call.

I want it to be simple and also intelligent - it should recognise the communications bearer and make the call on preset criteria (least cost routing for example).  The key bit though is the application interface is common and does not confuse users who really don't want to care whether it is a gsm or voip call.

Is anybody aware of any development in this area.

Nope. A while off I'd say. There are lots of different protocols for VOIP, there  is no "one program" for them that I know of, let alone one written for a mobile device with GSM. Still quite a small market.
