Start Bar & Desktop

I've just change my background, but the start bar has the old background as its background, if that makes sense. how do I sort this or can I just make this plain white?

In a PCPro mag issue no. 138, on page 38 there is a article on WisBar Advance 2, in the pic it has a really nice 3D style icons for the battery, memory etc. Does anyone know where I can get this skin? I have tried downloading a trial of Avance but can't get it to work properly.
