Locale specific - encoding problems

Hi friends,
we have serious problems posting and reading anything using czech (cp-1250) or unicode charset. No idea if other locale specific areas have such problem, but only way, how I can display correctly anything in the czech section is to change encoding for every single page every time - all the time. In praxis is it impossible. Instead of readable characters we see crazy mismatch of wrong encoded mixture of english characters... making any topic and messages nearly impossible to read.
Any ideas, what to do?

How do you change the encoding, and where would I set it globally?

In IE7 I can change encoding for every page (one by one). Menu - view - encoding and if I select Unicode (UTF-8) is all OK. Or alternative way is to click on the page with right mouse button and select encoding from the menu. But I must do this every time when I want to see anything, what makes the forum impossible to use in praxis. In past it worked automatically, now is all with accents corrupted.
Im not HTML expert, but looking at the source code and this line may be the trouble:
var use_charset = "iso-8859-1";

I just would like to know, if other languages using accents have such problems..
