In the last little while, my C500 has only been vibrating every once in a while, even though it is set to vibrate and ring on each phone call or text message.  On average it vibrates probably 1 out of 10 times.

I've obviously performed a soft reset, with no luck.

Does this sound like a mechanic or software problem?

I'm wondering if its software, as if it was mechanical, I would have expected to stop completely, rather than vibrate every once in a while.

I'm assuming I should try a hard reset?

I have excatly the same issue. So far I've narrowed it down to the phone will vibrate, but only when virtical. If it's not extacly virtical, then it doesn't vibrate ;)

I've just ordered a set of screwdrivers to see if there's any internal issues in the phone. I susspect that the motor's got some dirt stopping it or it needs to be reseated ;)

If the vibrate motor is similar to other devices it connects to the mainboard by using sprung connectors so it's possible these have become less sprung and so giving a gap between the motor and board.
