Do I still need a third party notes application

Does the spv e650 still require the purchase of a third party notes application to allow full sync between phone & pc outlook (2003), this was always missing in previous releases of windows mobile (2003/2003SE)? I think the HTC version has a quick note app installed but not sure if this performs the same function as an app such as sync data smartphone notes? Never understood why ms leaves this ability out of the OS!
