I am currently using a self signed certificate on both our Exchange server and on my HTC S710.  However I am unable to get the HTC device to sync email, contacts, etc with my exchange server.

Is it possible to use a self signed certifiacte for this or should I purchase a 3rd party one?

In this case, since you control this server, and you know that the server you're connecting to is is trustworthy, a self-signed certificate is perfectly fine to use.

What is the error Active Sync is reporting when attempting to sync?

As long as you install the cert on the device, this should work fine!
