Disable or Password Protect IE (parental control)

So I'm looking to buy a shadow. I will not be getting a data plan.

However, in order to get it I must guarantee my parents that Internet Explorer can be disabled or protected. They are worried since it has Wifi and they don't know of any parental control software for it. I would like to keep Wifi enabled so that Outlook, etc. can still be used.

Anyone know how to disable ot put a password on IE?
