You can change this under settings-->system-->regional settings.

Also, make sure to choose hh:mm:ss (all small caps), this will give you the 12hr-Format. 24hr-format is displayed as HH:mm:ss.
I nearly freaked out trying to find these settings, since I'm German and not flexible enough to use the 12hr format.

Some regional profiles have 12 hour time as default. I changed from British to American format, and it went to 12 hour in addition to switching the date order around.
