NEED HELP WITH NETCF CAB FILE

i am installing some vehicle diagnostic software on a smartphone and it requests the installation of
NETCF.PHONE.WCE4.ARM4.CAB
but i cannot find a download anywhere could someone suggest where i could aquire this from

may be im missing something but i still cant find the cab file i need
ps it is the specific file i need as i have had the same problem running the diagnostic software on tytn 11 which asked for same file but for wm pro not standard


i have downloaded all versions from microsofts site and extracted files to a directory but still cant find  NETCF.PHONE.WCE4.ARM4.CAB

Rather than trying to extract the downloaded file try installing the whole .NET Compact Framework 2.0 Service Pack 1 package and see what happens.
