I am trying to delete cemail.vol but I can't delete it since it is always in use, I want to make a start up script to

Delete "\cemail.vol"

Then put the file in windows\startup

How do I create the script? If this was windows xp I would just make a text file and rename as .exe and put in startup folder but help please
