Semi-transparent notification bar

Hi,

I'm trying to make the notification bar semi-transparent. I have made a png file to fit (attached) and have added it to the framwork-res.apk in the \res\drawable-mdpi-v4 folder. The only problem with this is that it makes the notification bar semi-transparent when locked but when I unlock the device it looks as though I have a plain black bar. Does anyone know how to fix this? Or where the image should go? The second attached file is an example of how it looks locked.
