I have been trying to do the same since few days.. not near my PC to provide thelogs but I tried the following..
1 using files from /bin of cm. Failure to mount /system
2. Using files from /bin of ics port to samsung. Failure to mount /system
3. Using bin files from ics sdk. Failure to execute sh.
Let me know if u find a method. There was a time when I could get adb to work.. let me try that again..
By the way is there any files apart from app and framework of ics which ics needs to boot? Cause then I can use majority of gb and less of ics.

It's just an edited build.prop

Like Rusty said, I just edited my nightly build.prop to see if it was possible so there is not much to share. Tested this Miui yesterday and after an update of the ROM the version was 2.3.7 so I say there is not much ICS in it.

Galnet is almost purely cm7.. though the dev says it has Ics framework.. don't know how he integrated it without source code unless he used smali code which seems farfetched.. but for the general public's mania they changed the build.prop to 4.0.1 though that's kinda fooling the public..
One weird problem that I see when porting ics is that when I change init.rc bootargs system partition won't mount.. any clue..
