Well...you are going to have to modify the following 3 files:
android.policy.jar
framework.jar
framework-res.apk
Somewhere on xda-developers.com there is a step-by-step how to do this.

Cheers, i'll take a look over the weekend when I've got some spare/quiet time
installed switchpro for now, it gives reboot/recovery option, which is what I wanted really
