Done this with a paper clip. Service menu still says bootloader unlock allowed no.

Edit, the above method only works if you have purchased a sim free device that was never sim locked to a network provider.

in my case, all the above method has done is patch my bootloader but not enable fastboot

It's still not expensive to unlock it if you have fastboot disabled
