Is there any way to force an update? I'm sat on 4.0.1 and want to flash a kernel which requires 4.0.3. Is there any way for me to upgrade to this by flashing or downloading anything, I don't want to loose all my app's and settings if possible, so just like an OTA update.

Thanks

4.0.3 isnt yet available as an OTA. There are however a few roms which have been built from the 4.0.3 source, so you could try flashing one of those. There are a fair few on XDA.

Seeing as 4.0.3 isn't officially out for the Nexus what you're asking for is impossible. You'll need to flash a custom ROM based on 4.0.3
