My brother Bought Galaxy S II I9100 from UK for me, And I lives In Pakistan..

The Phobne is unlocked and on Gingerbread 2.3.4.

The Phone didnt have the Arabic and Urdu Language Installed by Default.

there is no Kies Update in my region as I installed Kies by choosing Pakistan Region on My computer..

I want to......

1. Upgrade to Latest Official ROM and Firmware Upgrade by Kies 1st before trying any risky Odin Feature. (My friend just Hard Bricked his GS 2 by corrupting bootloader and no recover/ download mode)

2. Install Urdu and Arabic Languages.

3. Root my my Device.

So Please guide me how can I do this and in which sequence..

I think you should just update your ROM and then worry about everything else.
