IF you are in anywhere else, Flash Paul's custom rom. Paul has included a patched Google Wallet app with the rom. That was the problem in my Nexus 7 (Wallet app frozen). :) Funny thing is, even though it says "unsupported device", I was able to set up a card and get the free US$10 on it using the included / standard Google Wallet app. Apparently, this is due to my GNX7 device being rooted.
