Why the roms based on ics CM9 not operate BT Blade in Chinese?

All roms based on ics CM9 official Bluetooth did not work on my Blade more I realized that in European works, why this? can be repaired? if so we should do this ...

PS: the rom AOKP Bluetooth works perfectly.
