I'm using wp7 notifications app, can notify for any app, obviously not with the full pop-up that some app specific utilities offer

Go sms pro has an annoying pop-up which you can turn off ;-)

If you want to stay with stock SMS and have popups try Popup Plus. Its not free but it does exactly what you want.

It also has a very nice ics theme. Installed it on my dads Grand X cos he never checks his notification bar.

I'm using it and I disabled it in the advanced options!
