I keep seeing gapps mentioned?

If I install a custom rom do I have to worry about gapps?

Gapps is Google apps, so stuff like the play store
You can download gapps from the ROM op link,
Normally you flash gapps after flashing your ro,m

Only cm based ROMS need them at the moment

Yeah, what they said. CM isn't allowed to include Google apps, so you have to flash them separately. Stock-based ROMs don't have this problem.

Ok so once I have flashed custom jelly bean rom I have to flash google apps.

Where is best to do that?

Do all the correct wipes, flash the ROM, and then without wipes flash GAPPS straight over. The opening post usually contains the gapps 'if they are needed'. If there is no link for gapps, they are probably built into the ROM so you don't need to worry about it.
