I just found out that I can change the frequency under battery but I am assuming that minimal is only 600mhz which it is set at. Is it possible to go any lower?

No, not without a custom kernel, which we can't have unless the bootloader is unlocked by Intel themselves

You can set the maximum(if rooted) using various apps but the minimum would seem to be as low as it goes. TBH there doesn't seem any point in moving either, it only uses the max rarely(obviously depending on usage) and the minimum seems pretty power efficient without being laggy. The screen(as with all smart phones) is the power killer and until they've got good colour e-ink screens(or whatever) always will be.
