This is not perfect but it was better then nothing. http://www.smartphone.net/software_detail....teid=279&id=272 Despite the statement that the phone needs to be unlocked it worked perfectly. It is called SmartNotes. Although it doesn't allow you to sync directly with Outlook, you can easily copy and paste your notes into this application and sync them to your phone in an HTML format that is easy to read.
