On XP for instance, you may explore the CAB contents then copy the files to a desired folder. After which you can 'reconstruct' the file names based on _setup.xml instructions. Another way to extract cab contents is via 3rd-party applications. An example of such program is MSCEInf. It can extract contents retaining the file names.
