The voicemail number (which is what the 1 speed dial calls) is here:
Settings, Phone, All Calls, Call Options
The number that you divert to can be managed independantly:
Settings, Phone, Voice Calls, Call Forwarding, [Unconditional, No Reply, Busy, Unavailable]
