Yes this is the newest one. I bought my Omni in Media Markt few days ago and it has already this version of rom.
In the internet there is no more new rom that HH2, where HI2 is newer. And this is for sure.
But I don't know how it's about the language.

But I don't know how to use this file, that is downloaded. Teh described Language Change application is not on my Omnia...
Does anyone have the HI2 ROM in a format, that it is installable on the phone?

Look at the manual-file, that is provided on the site. It seems, that it is a kind of upgrade-file, that uses a certain application directly on the device. But I don't have that application on my Omnia...

Hi Billbo,

dieses multilanguagefile kannst Du nur bei roms benutzen, die dafür vorgesehen sind. Das letzte italienische Rom z.B. hat diesen Menüpunkt um die Sprache zu ändern. Ansonsten kannst Du damit nichts anfangen.

from the manual you can download on the same page, i gather this is a file you copy to internal storage and that allow you to switch between french/dutch and english. it is NOT a rom file, just a language pack (wich could be veray handy for some of you anyway).
