Is there a way to make the home screen of my HP iPAQ 614c to be black like this one?

I just want the color of the bars to be black thats all

You're just going to have to find a theme that has black bars. I am currently using one, I believe it is called VIstaBlackQVGA, or something similar.

EDIT: Relooking at mine, it isnt as awesomely black as that one is. This is what mine looks like:

I wish I could get rid of the alpha-ing in the center.
