Items like calendar, camera, contact, e-mail, etc. do not need to be on the 'most used' list because they're accessible from the home screen or the keyboard. is there a way to omit them from the list or just make the 'most used' list static (i choose which programs go there)

Personally, I have the most recently used applications feature disabled.
You could then:
1: Assign your favourite apps a speedial
2: Prefix the shortcuts in your start menu with a number to get them to "float" to the top of the applications list
