My Samsung SGH i617 Blackjack II it stops at at&t screen.

1. I make hard reset ( Turn Phone off....hold directional pad UP while turning the phone back on. Follow directions on screen) Didn't help.
2. My phone can connect with ActiveSync then I go Here(Windows Mobile 6.1 Update For My SGH-i617 (BlackJack   II)

  that is what i am getting and on my computer screen shows waiting for other image and you and it sounds as if the phone was disconnected from pc but i can still see all the things on display
  
  due to all of this my phone stats to freez at windows mobile screen now firts it was at&t and some times wile shutting down i could see the home screen only for a few seconds

Welcome to the site and sorry for the slight delay in answering

Sounds like the ROM you tried to install might be corrupt or unstable.
I would look for an official ROM and reflash the phone again.

1. I used official ROM from Sumsung web page????
2. Try under Vista and XP
Any Help or Idea.

it doesnt say anything about disabling antivirus software in those instructions. stop antivirus and disable firewall.

This is not a windows mobile issue... it seems like you have maybe installed or tried to installed an unauthorized ROM that has caused your issues.  Maybe consider calling your device manuf. tech support to fully reset the device.
