On WM devices there is a tool called UC. After flashing a new ROM (and wipe the device), UC automatically install a list of apps from the SD card even restore personal data. It is very useful if flashing ROM very often - the phone has all settings/apps immediately after flashing a new ROM. Does Android support ths feature or has similar tool?
