Strange CPU speeds + scaling governor explained

Hi!

I've just installed Swedish Spring R4 and noticed the CPU speed is 604Mhz. I applied a patch to restore default speed at 600Mhz but Nofrills tells me that the scaling governor is performance instead of ondemand...

Can anyone explain what they do and how to set CPU back to 600?

Current settings:

echo "ondemand" > /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

echo 90 > /sys/devices/system/cpu/cpu0/cpufreq/ondemand/up_threshold

echo 30 > /sys/devices/system/cpu/cpu0/cpufreq/ondemand/down_differential

echo 500000 > /sys/devices/system/cpu/cpu0/cpufreq/ondemand/sampling_rate

And CPU speed is still 604. If I add a min/max speed then the governor switches back to performance...

Besides, there is no choice of 600 in Nofrills...
