I can't seem to use any one my streak....just downloads a .htm file and not the actual file, it's quite annoying...

You can use some type of download manager... I use Download Buddy but there are some free ad supported apps in the Android Market

I've tried the stock browser, miren browser, all it downloads is a .htm file?

Try Opera Mobile and Skyfire
Both stock and Miren use the same "chrome, android" base. The above do not
