CM9 has got accelerated hardware so that may be the fastest (technically speaking) but FNC is 100% stable and has everything working and It was very smooth for me. CM7 is also very smooth but some of the things don't work. Just read up on each ROM's thread and see which one is for you. It's personal preference.
