Any way of doing Batch files (or similar)?

Hi again all. I was wondering if I could have a batch file (or some similar way of executing a series of commands) on my Smartphone.

Specifically, what I want to do is have it so that every time I run it from a Shortcut (.lnk) it deletes *.SAV from IPSMNES and then runs ISPMNESSmartnes.exe so that I can get around the problem SmartNES has w/ save states on the mpx200.

If this isn't possible, then does anyone have an idea for how hard it would be to write a program to do this (I have pretty good knowledge of C++, so I might be able to handle it). Thanks.
