Poor network signal

Hi, I bought this phone for my dad, first one had problems with restarting, I fixed it with a peace of paper on the back of the battery, so there is no space between battery and cover. Few months after that, phone went dead, he got new phone, unlocked. But this one has problems with network signal, most of the time it drops so he can't make calls or receive them.

Anyone had this problem, should I go to the shop and have it serviced again or is there some kind of solution that I can do at home? Will it help if I put custom ROM in this phone, like CM10?
