Can I remove Action Engine and will it free up much space?

You cannot remove this as it's in the ROM even if you did you would not be freeing up any usable memory.

Basically if you do a Hard Reset that is the max you can achieve,

the best thing to do is to make sure all apps that you install go on the

storage card.
