error message on unlocking E200 ?

I have tried to unlock my phone

but when i hit the register i get the error message Action lock must be running to register the device

on the scren i notice its says action lock is not registered .

If i press the Run action lock it does not seem to do anything ?

Anyone any ideas where im going wrong ?

Do i have to wait a while beofre i try to unlock my phone ?
